Reporting to the Director of Emergency Services/Fire Chief or designate, the Fire Prevention Officer is responsible for coordinating and directing fire prevention and public education activities on behalf of the Fire Department. Key responsibilities include planning, organizing, coordinating, and conducting inspections, enforcement of Codes, prosecutions, delivering staff training related to internal suppression, providing technical support relative to prevention issues, assisting in establishing operational guidelines, maintaining records, reports, and statistics, and coordinating fire investigations.
Position Responsibilities:
- Directly supervise, coach, mentor and motivate staff and volunteers. Accountable for recruitment and selection, planning work schedules, assigning and monitoring work, performance management, providing training and development opportunities, providing for a healthy and safe workplace, and interpreting and applying employment legislation and human resources policies.
- Conduct comprehensive fire prevention inspections on all building classifications and occupancy types and enforce fire prevention codes and standards. Record all findings and make recommendations to improve occupant and building safety.
- Prepare and implement public fire safety education programs and classes for the general public, community groups, schools and other institutions using a variety of mediums.
- Review legislation that may apply to the program area of responsibility and advise on potential impact of new and amended legislation, regulations, policies, and guidelines.
- Meet regularly with Officers and Director of Emergency Services/Fire Chief to assist in developing and maintaining a progressive and efficient fire prevention training program.
- Coordinate and assist in investigations to determine cause and origin of fires.
Qualifications and Experience:
- Ontario Secondary School Diploma, or equivalent. Post-secondary education from an accredited university or college in Firefighting, Fire Sciences Technology, or equivalent, an asset.
- Certification from the National Fire Protection Association (NFPA) in: NFPA 1001 Fire Fighter Level II; NFPA 1031 Fire Inspector Level I; NFPA 1035 Fire and Life Safety Educator Level I, or equivalent combination of education and experience, required.
- Certification from the NFPA in: NFPA 1021 Fire Officer Level II; NFPA 1031 Fire Inspector Level II; NFPA 1035 Fire and Life Safety Educator Level II; NFPA 1033 Fire Investigator, or willingness to obtain.
- Standard First Aid and CPR-BLS, an asset.
- Minimum of five (5) years of progressive, related experience in municipal fire prevention and suppression.
- Experience developing and implementing procedures, policies, standards, or by-laws, an asset.
- Good working knowledge of NFPA Standards, Ontario Fire Code, Fire Protection and Prevention Act, Ontario Building Code, the Occupational Health and Safety Act, and WHMIS 2015.
- Possesses a high degree of integrity due to exposure to confidential and/or sensitive information.
- Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times.
- Excellent written and verbal communication, administrative, customer service, organizational, analytical, problem-solving, research, and time management skills.
- Excellent knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint. Experience using Fire Department Records Management Software is considered an asset.
- Ability to provide a current and acceptable vulnerable sector police record check.
- Possess the physical ability to perform the essential duties of the job.
- A valid Class” DZ” Ontario Driver’s License in good standing with a current acceptable Driver’s Abstract and a reliable vehicle to use on corporate business.
