Reporting to the Director of Recreation or designate, the Manager of Recreation Programs and Services is responsible for supervising Branch staff, volunteers, and contractors and for the daily management and administration of recreation programs and services including community programs, aquatics, sports, ice, health and wellness, community development initiatives, and trade shows and events. The Manager develops program standards, prepares work plans, develops, and revises policy and procedures, prepares marketing and communications, and identifies sponsorships.  The Manager is responsible for assessing service level requirements, preparing, and monitoring annual budgets, and liaising with government agencies, the public and staff.

Position Responsibilities:

  • Manage the operations of the Branch including directly supervising, coaching, mentoring and motivating staff.  Accountable for recruitment and selection, planning work schedules, assigning and monitoring work, performance management, providing training and development opportunities, providing for a healthy and safe workplace, and interpreting and applying employment legislation, human resources policies and the collective agreement.
  • Assist in the coordination of Department objectives in collaboration with the Director and Department management and supports implementation of the Town’s strategic plan and budgeting and business plan activities, serving as a champion of the Town’s mission and values.
  • Assist in the development of the Branch operating and capital budgets, including forecasting staffing, equipment, materials, and supplies, and monitors and approves expenditures. Prepare tenders, requests for proposals, requests for quotation and information price quotations in accordance with the Town’s Purchasing Policy and procedures and prepare grant and funding applications.
  • Attend Committees, Council, and other meetings as necessary, prepare and present reports and recommendations, formal presentations, and respond to questions and inquiries as required.
  • Oversee activities related to health and wellness, fitness, sports, challenge course, climbing, school break camps, general interest programs, aquatics, ice, special events, trade shows, sport tourism, concerts, emergency reception, and public safety in multiple indoor and outdoor recreation facilities.
  • Provide an environment and activities that foster healthy relationships, celebrate individuals’ successes, and remain engaged and attentive to participant’s needs and requests during all programs engaging them to create a sense of community. 

Qualifications and Experience:

  • Post-Secondary degree from an accredited university in recreation management or related field, or equivalent recent and related career experience.
  • Minimum five (5) years of progressive, related experience in recreation management, operations, and programming in areas such as, arenas, swimming pools, fitness studios, sport facilities and community development and events, required, including at least four (4) years recent and relevant supervisory experience, or related experience in progressively responsible roles, in a unionized environment, preferably in a municipal setting.
  • Demonstrated experience with contract and lease administration, project and event management.
  • Demonstrated experience leading and overseeing the implementation of capital projects.
  • Experience with developing and monitoring budgets.
  • Experience developing and implementing procedures, policies, standards, or by-laws, an asset.
  • Standard First Aid and CPR-C or willingness to become certified, an asset.
  • HIGH FIVE - Principles of Healthy Child Development and HIGH FIVE - Principles of Healthy Aging certification or willingness to obtain, an asset.  
  • Good working knowledge of relevant Federal and Provincial legislation including but not limited to the Employment Standards Act, Health Protection and Promotion Act, Fire Code, Occupiers Liability Act, the Occupational Health and Safety Act, and WHMIS 2015.   
  • Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact, and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times.
  • Excellent written and verbal communication, administrative, customer service, organizational, analytical, problem-solving, research and report-writing, and time and project management skills.
  • Excellent working knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint. Experience using recreation management software and financial programs, an asset. 
  • Ability to provide a current and acceptable vulnerable sector police record check
  • Possess the physical ability to perform the essential duties of the job.
  • A valid Class “G” Ontario Driver’s License in good standing with a current acceptable Driver’s Abstract and a reliable vehicle to use on corporate business.
